INTRO

Welcome to the "Fantasy Western Hockey League" is an in-depth sim hockey league based off the Western Hockey League. We aim to offer an experience like non other on the internet. For those diehard WHL fans. The closest thing to being a true WHL General Manager. Enjoy the experience.

GM Code Of Conduct

First rule in the code of conduct is "don't be a dick" we are all hear for the same reason. To have some fun, talk trades, run our teams to our best ability. We don't have time for super negativity. Let's enjoy our time in the FWHL.

Every GM is required to be on Slack for messaging purposes. Slack is available as an app on your mobile device, or in the browser version. Emails, Facebook, Instagram, etc are all still acceptable ways of communication between GM's. But Slack is required by all.

Each franchise GM is expected to respond to ALL trade inquires as soon as possible.

Every franchise owner is expected to manage his team professionally and in patricular to promote the long term well being of said team and the league as a whole.

Game Play

FWHL uses the FHL Software to simulate all games.

The franchise GM is responsible for conducting the roster movement business of their franchise. This involves negotiating trades, moving players between the pro team and the farm team, and conducting drafts. 

Any team that is deemed to be "throwing games" will face the possibility of immediate dismissal from the FWHL. This is to prevent teams from forfeiting games in hopes of moving in the draft order. Teams must play lines with the full intent of winning every game they play. Anyone not confirming to this will be brought up for disipline in front of the BoG.

The franchise GM is responsible for determining a team's active roster and for sending in lines and goalie rotations to the commissioner.

If an injury should occur, the GM will be responsible for sending in new lineups to accommodate the injury. If no update is submitted before game time, the commissioner will allow the FHL program to determine what it feels to be the best line combination.

We do not track or enforce the "card" rule that they have in the WHL.

Player Ratings

Below is a breakdown of what each rating stands for;

CD - Condition
IJ - Injury status of player
DD - Day to day injury
1W - 1-2 week injury
3W - 2-4 week injury
1M - 4-6 week injury
3M - 2-4 month injury
IN - Injured indefinitely
S# - Suspended for # games
HD - Handedness
IT - Intensity

Line Changes

The lines provided by the GM shall be prepared by using GM Editor! Please note that only GM Editor files are accepted! All other file formats will be disregarded. If a GM have not provided valid lines before games are simmed or if the files are corrupt or the format is incorrect the Commissioner has the right to use Auto Lines.

Due to some restrictions, the league will accept email text lines as well.

Send all line/roster changes with subject "TEAMNAME Lines / Rosters".

Teams are required to dress at least 3 C, LW, RW, 6 D and 2 G. The rest is up to you. Players beign played out of position decrease in rating. So be wary of using them out of position.

Trading

Trades may involve players and/or draft picks. Teams have a duty to provide all information necessary to a GM to analyze a trade. This includes the injury status of all players involved. However, once a trade is finalized, it is assumed that all GMs have full knowledge of the status of the traded players.

Once the deal is confirmed BOTH parties MUST submit to the league within 24hrs (of each other) otherwise the first submission will be considered as NULL and VOID.

To submit a trade, both GM's musty email [email protected] the trade details. Once the deal has been submitted it will be considered official and no changes will be accepted.

Once a GM submits a trade confirmation, line/roster changes will be required.

The League Commissioner reserves the right to veto any trade if, in the belief of the commissioner, the trades violate the spirit of competition and goodwill of the league.

Teams are allowed to trade draft picks a maximum of four years into the future. Some picks further then that have been traded previously on our inherited original list of draft picks. But four years into future is the max.

The Deadline for incoming trades is set at 80% of the Regular Season. The actual date will be set by the Sim and shown in the Schedule for each season. Once the deadline has passed no further trades will be accepted until trading reopens again. The GM's however, are free to negotiate trades with other GM's. Each negotiation is handled as usual, but the trades are not finalized, but rather put on hold until trading reopens.

Once a player leaves a team they may not be returned during the same season or offseason after that, this includes trades & waivers.

Trade Reviews

If a GM believes a trade is unfair. They are able to ask for a league review. They just have to email the commish with the request which includes a reasoning on why they deem the trade unfair. We strive for fairness and want GMs to have control of their teams. But we want everything to be fair and on the up and up.

Waivers

If a team wants to release a player. Regular, Import, Overager all the same will pass through waivers. If it is during an offseason, a reverse order of the previous years standings will be used for priority. If it's during a season after first 20 games, reverse order of current standings will be used.

Playoffs

The top 8 teams in each conference qualify for the playoffs.

Every playoff series is a best of seven game series.

The first place team in the division will host the eighth place team. The second place team will host the seventh place team, etc. The winners will then play for the Division Championship, etc.

Strikes

The FWHL is equipped with a STRIKE ZONE. League participation is a MUST if you wish to be part of the FWHL. In other words, if you plan on not participating, do not join! If you, already, own a team and neglect and refuse to participate, well, you will soon be removed from the league. Once you get 4 strikes, you will promptly be warned that your 5th will remove you from the league without further notification. On your 5th strike, you will be removed from the league, and a new candidate will have the honors of owning your team. You will receive strikes for any of the following:

Failure to replace injured player with a healthy player.
Failure to update roster and lines after a trade.
Failure to respoond to trade offers.
All errors in roster or lines.
Any form of harassment, as seen by the Commissioner towards any other member of the league.
Failure to attend live events without notice.

Player Eligibility

A player will be apart of the FWHL as soon as they are apart of the WHL.

PROSPECTS
All players drafted into the WHL will be eligible to be drafted into the FWHL. These players enter the league through our Priority Draft. These players rights will stay with a team until they graduate to a rated player or "age out".

RATED PLAYER
As soon as a player plays one game in the WHL they become a rated player in the FWHL the following season. Their rating is based on their play. Only players who play in an WHL season will get rated.

UNDERAGE PLAYER
Underage players enter the league through the Bantam Draft. These are players who play in the league as a 15 year old. Underage players are only eligible to play in 5 games prior to the trade deadline. No restrictions after the deadline. To make things easier, these players will be marked with a (UND) designation on the roster pages.

****For the first FWHL season there is no game restrictions for underage player, the restriction will return for season two****

IMPORT PLAYER
Import players enter the league through the Import Draft. These are players who live outside of North America. Teams can have a maximum of two imports which may only be obtained through the draft or trades. To make things easier, these players will be marked with a (IMP) designation on the roster pages.

The deadline for teams to have 2 or less IMPORT's on their roster is one week into the regular season.

FREE AGENT PLAYER
These are players who enter the FWHL as undrafted players. They become eligible for the league after playing a single game in the WHL and receive a rating. They will enter our league also through the Import Draft but will not carry the Import designation.

OVERAGE PLAYER
These are players who are 20 years of age. Teams can have a maximum of three overage players on their roster. To make things easier, these players will be marked with a (OA) designation on the roster pages.

The deadline for teams to have 3 or less OVERAGED on their roster is one week into the regular season

Position Eligibility

A players position can be changed at any time by request to [email protected]. You must provide proof that the player plays in that position. This is a bit harder to prove in the WHL. But all credible sources will be considered. WHL Official and Elite Prospects are the best sites for this.

Social media CAN be used as proof of position eligibility. But it is at the discretion of the FWHL commissioner. If it's solid proof it'll be eligible. If it's something obscure on social media, the commish can turn it down.

FWHL Bantam Draft

The FWHL Priority Selection is run every offseason. The draft order is based on reverse order of the overall regular season standings beginning with non-playoff teams.

Eligible players are those who were drafted in the previous WHL Bantam Draft. A list will be provided on the Bantam Draft section of the website.

The entire draft will be live but teams can switch to BPA or submit a list as soon as they want to.

There is a draft lottery to determine the order of the Top 5 picks. Which includes the bottom 5 teams based on the end of years standings. Using the following ratio of odds;
18th = 43%
17th = 28%
16th = 14%
15th = 10%
14th = 5%

FWHL Import Draft

The FWHL Import Draft runs every offseason. It is run a bit differently than the CHL model. The FWHL model includes all import players drafted into the WHL alongside WHL free agents and more. Players who were walk-ons to teams or players who defected from other leagues.

Four rounds in reverse order of the previous year's standings.

If there is a season where the Free Agent player list is vast, more rounds would be considered.

Each team is still only permitted to having 2 import players signed to their roster. In order to make an import selection, teams must waive import players currently on their team roster. This must take place right before a team makes a pick in the draft. Players dropped will be moved to the Free Agents page.

If you select a Free Agent player or an American player they will be added to your roster with no limitations. These are players who weren't the property of any FWHL team previously. But played a season in the WHL and are now rated players.

Import (IMP) selections of the draft won't be eligible to be moved until a month before the trade deadline (TBD).

Teams will have an option to opt-out of making a selection if they so wish.

Goalie Minute Maximums

Goalies can only play a MAXIMUM of 3300 minutes. Once a goaltender reaches this limit, they will be suspended for the rest of the season.

Trade Committee

The FWHL has a Trade Committee spearheaded by Vince Gibbons alongside 3 other GM's. The league commissioner holds a tie-breaking vote. If 3 GM's object to a trade and submit their objection to the commissioner by email within 24 hours of a trade becoming official. The committee will review the deal. GM's involved in the trade will then be asked to give their reasoning for the deal to the league and the committee. They will then review all information provided to decide if a deal is acceptable or not.
